Texas politics shifted on Tuesday as Democrat Katy Padilla Stout secured the 23rd Congressional District. This win adds to a slate of Democratic victories that includes the state Senate race and the governorship. Stout defeated Republican Brandon Herrera to claim the seat.

Herrera’s candidacy faced hurdles from his online presence. He maintains a YouTube channel with four million subscribers. Clips of jokes regarding Nazis and veteran suicides circulated widely during the contest. Additional remarks about women also resurfaced. Republican leadership eventually backed him, but the questions persisted.

The district had been vacant since April. Representative Tony Gonzales resigned while facing an expulsion vote. He admitted to an affair with a staffer who later died by suicide. Gonzales was a moderate Republican who carried the district by 23 points in 2024. President Trump won the current version of the district by 14 points.

The 23rd District spans from San Antonio to El Paso. It includes Uvalde and follows the southern border for more than 800 miles. The area changed hands four times between 2006 and 2020. Redistricting made the seat more conservative. Gonzales beat Herrera by only 400 votes in the 2024 primary. Herrera finished ahead of Gonzales in the March primary this year despite lacking the president’s endorsement.

Immigration policy became a central issue in the race. The Department of Homeland Security began building border wall segments in Big Bend National Park. The area accounts for 1.3% of southwest border arrests. The park is roughly the size of Rhode Island. Both candidates opposed the construction in the park.

Representative Henry Cuellar introduced a bill to stop the project. It failed to advance in Congress. A judge halted the construction last month. This legal pause occurred shortly before the general election. The decision removed a key campaign obstacle for both contenders.

Stout’s victory completes a major turnover in Texas leadership. The district had been viewed as safe for Republicans after the recent map changes. Herrera’s primary performance suggested competitiveness. The final result reflects the impact of local issues on statewide trends. The new representative will take office in January.
