France has formalized a nuclear cooperation agreement with ten European nations, a move designed to reinforce continental deterrence against Russia as trust in American security guarantees wanes. The Wall Street Journal reported the development on Monday, detailing a strategy that integrates partner states into the French nuclear command structure without transferring control of the weapons themselves.

The initiative, labeled forward deterrence, involves constructing new infrastructure and establishing direct communication and intelligence links. A central component of the plan is the deployment of French Rafale fighter jets, which are capable of carrying nuclear weapons, across various European airfields. The participating countries include the United Kingdom, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark. These nations have joined the effort at different stages since French President Emmanuel Macron introduced the concept in March.

Finnish President Alexander Stubb clarified the scope of his country’s involvement, noting that Helsinki does not intend to host nuclear weapons on its soil during peacetime. He described the arrangement as a tool to create a strategic dilemma for Russia and characterized the process as a ten to fifteen year project. Rather than holding joint summits, Paris has conducted bilateral discussions with each partner. Senior defense officials indicated that this fragmented approach has forced European capitals to maintain constant communication to compare the terms offered to them by France.

The expansion of France’s nuclear role is occurring against a backdrop of shifting US policy. US President Donald Trump has pursued energy agreements with Russian President Vladimir Putin while increasing pressure on Ukraine, fueling European concerns that Washington might hesitate to risk nuclear war for the continent. French officials argue their deterrent is more credible due to geographic proximity. Adrien Chatel, an adviser to Macron, stated at the Warsaw Security Conference that France shares the same geography and economic continuity with its neighbors, a factor he said distinguishes Paris from Washington.

Macron framed the initiative in his March launch speech by arguing that the survival of France’s closest partners is directly tied to its vital interests. Norwegian Foreign Minister Espen Barth Eide emphasized that the new framework supplements existing US nuclear guarantees rather than replacing them. France has also announced it will resume the production of nuclear devices for the first time in decades and has made the size of its stockpile confidential to ensure the plan remains acceptable across the French political spectrum, including to Marine Le Pen’s party, which is currently leading polls ahead of next spring’s presidential elections.
