Water service was restored at Shady Meadows Mobile Home Park in Cibolo after families said they spent more than 24 hours without fully functioning water. The city said it had reached a resolution with the parties involved, and service was back on when KSAT last checked on Oct. 28.

Resident Julie Phillips said she contacted her landlord about the disruption and was later told the water company might have shut off service. Phillips said the landlord owed approximately $20,000 to the water company. The City of Cibolo did not verify how much the park’s ownership owed.

Phillips, who said her monthly rent is $850, told KSAT that she pays on time and that many of her neighbors do as well. She said residents expect to receive the utilities they pay for. The interruption also left residents hearing conflicting accounts about what might happen to the property.

According to Phillips, her husband called from work and relayed talk that water service might not be restored and that the property could face foreclosure after November rent was collected. KSAT was unable to confirm any potential foreclosure. Repeated calls to the park’s publicly listed number went unanswered, as did calls to two people currently and previously responsible for the property.

KSAT also sent several emails to the City of Cibolo without receiving a response during the day. After a reporter went to the city’s utility office and spoke with someone there, Nicole Perez, assistant to the city manager, responded by email that the city and the involved parties had resolved the water service issue at the park, located at 760 FM 78.

Perez said water had been turned back on approximately an hour after KSAT’s third email to the city. According to her account, service was restored before the reporter’s visit to the utility office.

Residents also described uncertainty about management. A woman who declined to appear on camera said she received a text from someone she identified as a city employee. The message said the landlord had paid the water bill and told the utilities manager she was no longer responsible for the park. The property’s current ownership remained unclear.

Phillips said she has lived at the park for 20 years. Although relieved that water service had returned, she worried about another interruption and the possibility of having to leave. She told KSAT her household had no savings available to cover a move and hoped the water would remain on.
