Houston’s 9th: Redrawn District, Democratic Win
Leticia Gutierrez defeats Alex Mealer in a seat Republicans redrew in 2025 to gain a House advantage.

Democrat Leticia Gutierrez won Houston’s 9th Congressional District on Tuesday, defeating Republican Alex Mealer. The victory occurred in a district that Texas Republicans redrew in 2025 with the explicit goal of securing more seats in the U.S. House. The 9th was one of five districts targeted in the state’s redistricting effort.
The new map removed long-time Representative Al Green from the 9th District. This action left the seat open and set the stage for the recent election. The redrawn boundaries also incorporated the Magnolia Park neighborhood. Residents there recall the July incident in which an ICE agent was accused of fatally shooting Lorenzo Salgado Araujo.
The redistricting plan originated from a request by President Donald Trump. He urged state legislatures to redraw maps to improve Republican chances. During the push, Trump said, “I think we get five. And there could be some other states.” The goal was to shift the balance of power in Washington.
Texas Democrats resisted the changes through a strategic walkout from the state Capitol. Lawmakers left the state to deny the Texas House a quorum. Without a quorum, the legislature could not conduct official business. House Speaker Dustin Burrows announced, “The roll has been called and a quorum has not been established.” The standoff delayed the process but did not stop it.
Democrats eventually returned to Austin. Many voted against the new congressional boundaries, but Republicans held the legislative majority. They passed the map despite the opposition. The debate revealed friction between parties over the walkout strategy. One lawmaker argued, “You own the walkout. You said you did that, but don’t come into this body and say we didn’t include you. You left us for 18 days.”
Some Republican lawmakers warned that the new lines did not ensure victory. State Sen. Phil King of Arlington noted, “I believe [we] should elect more Republicans to the U.S. Congress, but I’m here to tell you there are no guarantees.” Gutierrez addressed the result in a statement, saying, “They said our community’s voice could be drawn out of Congress. But nobody gets to draw away our dignity.” The 9th District remains in Democratic hands.
The election result stands against the backdrop of the 2025 redistricting battle. Voters chose Gutierrez over Mealer in the newly configured district. The seat had been represented by a Democrat before the map change. The outcome reflects the specific preferences of voters in the area despite the strategic adjustments made by state lawmakers.
