Negotiators from NATO, the United States, the United Kingdom, France, and Germany will gather in Brussels later this week to define the terms of security guarantees for Ukraine. The meeting represents the next stage in diplomatic efforts to end the war, following prior discussions held in Miami and Oslo.

Alliance spokesperson Allison Hart confirmed the schedule and the attendance of the four nations. She stated that the gathering aims to determine how to move toward a just and lasting conclusion to the conflict. The focus of these talks is on the specific mechanisms that will protect Ukraine after the fighting stops.

US Special Envoy Steve Witkoff earlier announced that an American team would travel to Belgium. His description of the agenda included representatives from the European Union as well as the NATO member states. Witkoff said the discussions would cover the shape of Europe's security arrangements in the post-war period. He also noted that economic opportunities supporting Ukraine's reconstruction would be part of the conversation.

The Brussels session sets the stage for further diplomatic activity in the Middle East. Witkoff indicated that trilateral talks designed to end the Russia-Ukraine war will occur in Abu Dhabi next week. Those discussions in the capital of the United Arab Emirates will concentrate on additional steps toward peace, following immediately after the European meeting.

Ukrainian President Volodymyr Zelenskyy commented on the momentum leading to these events. He said a telephone conversation with Russian President Vladimir Putin suggested Russia is serious about meeting negotiating teams in Abu Dhabi. This assessment followed a call that took place on 27 October.

Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre initiated that call with the Kremlin leader. According to Zelenskyy, Stubb and Støre used the conversation to press Putin on the need for genuine measures to reduce escalation. The Ukrainian president stated that the two European leaders had clearly told Putin that such measures regarding Ukraine's energy sector and infrastructure were required.

The sequence of meetings places the immediate diplomatic focus on securing commitments from major powers before the trilateral talks in Abu Dhabi begin. The participants in Brussels will now work to align their positions on the security framework before the wider negotiations resume.
