Jacob Morley, a 28-year-old Tennessee inmate serving a life sentence for murder, disappeared after stealing a truck from a farm near Tiptonville. The escape occurred late Sunday night. Authorities last located him in Marion, Illinois, on Tuesday. The town is roughly 120 miles north of the Northwest Correctional Complex where he was held.
Police say Morley slipped through a prison fence while wearing his institutional clothing. He walked to a nearby farm and took a truck. On Tuesday, he abandoned the vehicle behind a strip mall in Marion. Officers are currently searching for clues about his movements since he left the truck behind.
Marion Police Chief David Fitts stated that investigators have not received credible tips placing Morley in the Marion area after Tuesday. Fitts also reported no missing vehicle alerts in the city since that date. The investigation remains active as detectives work to trace the convict's route.
The incident adds pressure to the Tennessee Department of Correction. The agency recently faced scrutiny following the failed execution of Christa Pike last month. Commissioner Frank Strada resigned from his post less than three years into his term. He stepped down days after a legislative subcommittee meeting regarding prison conditions.
State Sen. Tom Hatcher, a Republican from Blount County, called for new leadership in the prison system. Hatcher serves as chairman of the legislative subcommittee investigating the facilities. He noted that prison officials reported 470 open positions within a 6,000-person workforce during a recent hearing. A 2022 law requiring longer sentences is also increasing inmate populations and potential overcrowding.
Hatcher criticized the department for its handling of oversight. He stated that Strada missed the final subcommittee meeting before Pike's execution. The senator argued that the current leadership does not adequately address recurring issues. He said the state needs a commissioner willing to examine all aspects of the system to prevent future failures.
The Northwest Correctional Complex has a history of internal violence. District Attorney Danny H. Goodman Jr. is currently prosecuting 19 cases from this summer. The indictments cover five inmate deaths and various assaults on staff and prisoners. Fifty people are named in the related charges, including former employees accused of aggravated assault. Goodman said there is no evidence linking Morley to those specific incidents.
Goodman identified staffing shortages as a major concern at the facility, which is about 90 miles from Memphis. He noted that remaining employees often work double shifts to cover gaps. While he suspects understaffing may have contributed to the escape, he said he lacks definitive proof. He also stated there is no current evidence that anyone assisted Morley in his flight.
Morley is white, 5 feet 11 inches tall, and weighs 240 pounds. He has brown hair and green eyes. He is serving a life sentence for the 2022 killing of his co-worker, Cody Birchfield. Birchfield's body was discovered in a box under Morley's home in Carter County after weeks of missing reports.
